The educational organisations enter expert external evaluation when they want to obtain an external, expert view of quality in particular areas (fields) in their organisation. To be eligible to respond to the public call published in the e-Novičke (e-News) of the Slovenian Institute for Adult Education and on the website Kakovost (Quality), educational organisations have to fulfil the following conditions:
  1. they have been educating adults for at least five years;
  2. in the last three academic years, their enrolment was at least 100 adults per year;
  3. they have an established internal quality system;
  4. they provide a coordinator who will coordinate the expert external evaluation in the organisation and will be a liaison between the Slovenian Institute for Adult Education, expert external evaluators and the educational organisation;
  5. provide staff who will participate in preparing and conducting the expert external evaluation in their own educational organisation;
  6. ensure that the director and the coordinator of the educational organisation will take part in the day-long educational seminar at the Slovenian Institute for Adult Education. 
The commission, appointed by the Slovenian Institute for Adult education, checks the entries, assess if they meet the requirements, and selects the appropriate number of educational organisations that can be accepted. Participation of the educational organisations in the expert external evaluation is thus voluntary.

Expert external evaluators, who join the expert external evaluations, are experts in the field of adult education, internal and external quality evaluation, and wish to gain additional experience in the field of quality assessment. These experts respond to a public call published in e-Novičke (e-news) of the Slovenian Institute for Adult Education and on the website Kakovost (Quality) and have to meet the following general and specific requirements:
 
General requirements:
  • university education,
  • pedagogic-andragogic education,
  • at least 7 years experience working in adult education. 

Special requirements:
  • knows the characteristics, organisation structure and functioning of different types of adult education organisations;
  • was trained to work in quality assessment and development in an educational organisations and has certificates to prove it; priority will be given to the candidates who were trained for quality assessment and development in adult education; 
  • has experience with internal or external quality assessment, particularly in adult education;
  • has andragogic knowledge and experience in the field of support to adult participants in education;
  • is skilled in using the ICT tools and applications;
  • will successfully complete training for expert external evaluators at the Slovenian Institute for Adult Education (active participation in training, a project study);
  • has approval from her or his director to participate in training for expert external evaluators and in accordance with the plan of the project to carry out at least one expert external evaluation in the chosen educational organisation. 

The commission, appointed by the Slovenian Institute for Adult education, checks the entries, assess if they meet the requirements and selects the appropriate number of expert external evaluators that need to be trained to carry out expert external evaluations.
