The Slovenian Institute for Adult Education formulated a proposal for the introduction of expert external evaluation in adult education organisations in 2011, and piloted it and tested it in 2012. It is a part of external incentives for quality development. Over the years, we have already developed other incentives, for example, The green OQEA logo and the awards for developing quality in adult education (awarded in 2007 and 2009).

Expert external evaluation complements other, already developed and established methods of providing quality in adult education organisations that either participate in the projects Offering Quality Education to Adults (OQEA) and Quality Counsellors at the Slovenian Institute for Adult Education or evaluate quality by following the other quality models that exist in Slovenia.
