Based on the public tender from the Ministry of Education and Sports, a certain number of educational organisations are generally selected annually to participate in the project: once joining the project they remain with it for about two years. In 2001, when we started the project, we only included secondary schools that educate adults, because we wanted to test the model in those organisations that carry out fewer educational programmes. As early as 2002 we included adult education centres, and in 2004 also private educational institutions that carry out accredited programmes of adult education. In 2005 we introduced training according to the adjusted variant of the OQEA model within the framework of certain schools, members of the Consortium of Biotechnical schools.

2001-2003 the project included 4 educational organisations: 2 secondary schools and 2 school centres (OQEA 1)
2003-2004 the project included 10 educational organisations: 3 secondary schools, 1 school centre and 6 adult education centres or associations for adult education (OQEA 2)
2004-2006 the project included 9 educational organisations: 3 adult education centres, 1 public institute, 2 secondary schools, 1 school centre and 2 private educational organisations (OQEA 3)
2005-2006 the project included 14 educational organisations: 7 adult education centres, 3 secondary schools, 2 school centres and 2 private educational organisations (OQEA 4)
and,
following the adjusted variant, 5 educational organisations from the Consortium of Biotechnical Schools, 3 secondary schools and 2 school centres (CONSORTIUM)
2006-2007 the project included 14 educational organisations: 6 adult education centres, 5 secondary schools, 1 school centre and 2 private educational organisations (OQEA 5)
2010-2011 the project includes 7 educational organisations: 3 adult education centres, 1 secondary school and 3 private educational organisations (OQEA 6)
2012-2013 the project included 11 educational organisations, 7 adult education centres, 3 private educational organisations and for the first time 1 gymnasium (OQEA 7)
Until 2013 the model for self-evaluation OQEA was used, or is still being used by 69 educational organizations, of these 97 % of the adult education centres (31 of 32), 34 % of secondary schools and school centres (26 of 77) and 57 % of the private educational organisations (12 of 21). These 69 educational organizations represent 53 % of all the organisations carrying out publicly accredited programmes of adult education in school year 2014/2015.
